Shop Building - This building is a prime example of why Means should
not be "shoe horned" into the demolition of the mine facilities.
This building and its floor are designed to be moved. The building
folds up after removal of a few bolts and pins. The floor is
constructed of concrete panels that can be popped out of place with
e dozer rather than complete demolition so the rubble can be loaded
onto a truck for disposal. The dozer will then scoot the panels to
the foot of the highwall for disposal. GVC's estimate details these
procedures.
Conveyor Structures - Once again, a good example of why Means is not
realistic. Four pins will be removed, the legs will be pulled out
by a dozer, half a dozen bolts will be cut, end the whole thing will
be skidded onto a trailer. Two hours maximum for demolition. This
is also a duplicate of the structure titled "Conveyor et Mine
Bench". The coat calculated for the "Conveyor at Mine Bench" is
$277 which is realistic. Please remove the "Conveyor Structures"
cost.
North and South Diversion Culvert. - The end of the culvert will be
excavated in the process of normal recontouring of the mine site.
No fill will be needed as the normal recontouring of the area will
provide this. GVC does not understand why the culvert will be
torched at $5.90 per lineal foot. Only two bolts on the bands need
to be removed to disassemble the culvert.
All Other Culverts - The culverts will be excavated as part of the
recontouring process. Fill will not be required since most of the
culverts will be replaced with a stream channel or ephemeral
drainage.
21. The cost of mobilization has been revised. Gvc has used an
average speed of 50 miles per hour. Note the cost of crane is
less than the Division's estimate. GVC has also eliminated the
Fuel Truck since fuel will be provided by the Lube Truck.
Total reclamation cost calculated by GVC is $97,903.97. GVC's
estimate of direct costa is 42,000 less than the Division's. The
most significant differences are $10,000 for sealing and $30,000 for
demolition.
Mc
Page - 6
7/12/94
