GVC also disagrees with the Division's use of a PAT blade rather <br />than an S blade. The PAT blade pushes less material and cannot <br />lift ae high. <br />N. The Division uses The Means Coat Construction Cost Date to <br />determine the cost of removing structures from the mine site. <br />GVC does not use this cost data because Means is not applicable <br />to most of the projects that need to be done to remove the mine <br />site structures. Unfortunately, GVC did not submit written <br />comments on the Division's assumptions in the earlier submittal. <br />Instead, GVC met with the Division and voiced its concerns. The <br />following written comments detail GVC's concerns about the <br />Divisions assumptions. <br />The Division states in its June 6, 1994 review letter that <br />hourly rates cannot be used to calculate the cost to remove the <br />structures at the mine. In fact, this is one of the few tasks <br />in the reclamation cost calculations that the Division does not <br />use hourly rates to calculate costa. <br />Trailer 1 - The Division bases its cost calculation on demolition of <br />the superstructure end the floor. Demolition of the superstructure <br />of a trailer is not justified. The contractor will just put the <br />tires on the trailer and haul it to the salvage yard. There is no <br />floor/foundation under the trailer. GVC bases its cost estimate on <br />trucking the trailer 35 miles to Grand Junction. <br />Trailers 2, 3 & 4 - Demolition of the superstructure of these <br />trailers is not justified. The dimensions of the trailers is 10' by <br />8' by 54 feet. There are two strip footers under the trailer. <br />These footers are 3" deep by 18" wide end 54' long. This amounts to <br />a total of 2.25 cubic yards of concrete to dispose. The sidewalk <br />and pump house floor moat also be removed. The side walk and the <br />pump house floor will add 7.5 cubic yards. The footers, floor and <br />side walk will be removed as part of the regrading process at the <br />office area end will be disposed of in the holes created by <br />excavating the water and septic tanks. <br />Warehouse Trailer - There is no reason to demolish this trailer. <br />The tires will be checked and a tractor will haul it to the salvage <br />yard. <br />Sasser end Line Power Substations - Once again, the superstructures <br />need not be demolished. They will be winched onto trucks and taken <br />to the selvage yard. <br />Carter Crusher - This unit is also a big trailer. The tires will be <br />put on and the unit will be removed. The concrete floor and sides <br />are 6" thick and 10' by 20'. Removal will simply be a matter of <br />folding the sides in with a D-8 Dozer while it is reconfiguring the <br />Bite and scooting them 30 feet to the foot of the highwell. <br />Alternatively, the concrete may be left in place to enhance the <br />stability of the backfill. <br />Mc Page - 5 7/12/94 <br />
