Only those issues <br />related to the McClane Canyon Mine that require further responses <br />are addressed in this letter. GVC will be submitting a revision to <br />the Munger Canyon Mine Permit by July 20, 1994. <br />8. Page 4-33 has been revised to show that the Wildlife Monitoring <br />Plan was terminated on August 12, 1983. <br />14. Page 4-4 has been revised to state that the direction of dip is <br />Northeast. Also refer to Page 4-7, Section 4.2.1; Page 2-61, <br />Section 2.5.2 and numerous other sections in the permit that <br />describe the geologic conditions. <br />15. Pages 4-4 and 4-4a have been revised to include the response to <br />this question. <br />16. Grand Valley Coal company feels that a potentiometric surface <br />map for the permit area should not be required. Since the <br />permit was originally issued in 1982, the application has been <br />renewed five times. The application has also been subjected to <br />five midterm reviews. The midterm reviews are essentially a <br />complete review of the permit; as is evidenced by the <br />thoroughness of this midterm review. In each of the previous <br />reviews, the Division has determined that there will be no <br />significant impact to the "aquifer" without requiring the <br />potentiometric surface map. GVC has provided Figure 4.2-3 <br />showing the approximate boundary between the saturated and <br />unsaturated zones of the Cameo Coal Seam. GVC is uncertain why <br />this baseline information is being required now to determine if <br />there will be impact to the hydrologic system ? Additionally, <br />GVC has demonstrated that the quality of the groundwater is so <br />poor that its usefulness can not be impacted. <br />Rule 2.04.07(1)(a) requires that a description of the ground <br />water hydrology for the proposed permit and adjacent area be <br />included in the application. Rule 2.04.07(1)(a)(i) requires a <br />description of the depth below the surface end the horizontal <br />extent of the potentiometric surface of each aquifer above, <br />within, and below, if potentially impacted, below the lowest <br />coal seam to be mined. These descriptions are presented in the <br />application. <br />As detailed elsewhere in this midterm review there are no <br />aquifers above the coal seam to be mined. There is a perched <br />aquifer in the area of the graben at McClane Canyon, but no <br />further mining is planned in this area. Aquifers below the mine <br />will not be impacted and have not been penetrated by sufficient <br />drill holes to evaluate their characteristics. <br />Mc Page - 2 7/12/94 <br />
