C. Bear Coal Company is requested to submit the cost per pound for each
of the species in the approved seed mix for the Bear No. 3 mine.
The cost per pound for the seed mix is necessary for the adequate
calculation of the Bear No. 3 reclamation Bond.
11. The following sections of the Bear Coal Company application neeG to be
updated to reflect the current status of the mine per Rule 2.03.3(1):
A. S~etion 2.03.4: Revise page no. 2.03-12 to reflect the federal
agency which owns the coal.
B. Section 2.03.5: Update the list of previous violations to i;clude
all violations and their resolution to date.
C. Section 2.03.8: Updata the narrative in this section to reflect the
coal mini:;a activities in Faderal Coal Lease C-0117192. Thls
section needs to be revised to reflect the current mining situation
and mining plans for the next five years.
D. Section 2.05.3: i%arts o` this section should be updated to reflect
the cu~•rent mining situa`ion at Bear No. 3. Bear ?hould describe
its ~~iining activities over the past five years as well as its
,'ginned activities for the upcoming permit term. Undergroun; and
surface ac~ivities shoul~ be described. Panel numbers should be
used wher possible. The narrative should describe the location of
the underc-nund development waste disposal area and Bear s
development of and improvements to the Edwards Mine workings.
12. The following maps fcr the Bear Mining operation need tc be updated to

A. The aline Plan Map (Map 9) should be updated to indicate tha location
and dates of Bear's past, present and future mining activities. The
map should ',aclude panel numbers, location of the underground sump
and the location of the underground development waste disposal area.
B. Sear Coai Company needs to indicate the boundary between the
Riperian and Wet Mixed Shrub plant communities on the Vegetation Map
(Map 3).
C. The Mine Facilities Map (Map 10) should be updated to reflect
facilities currently at the mine site. The truck load-out facility
should be added to this map.
D. Bear Coal Company needs to change the Post-Mining Contour Map
(Map 12) to indicate the post-mining topography of the portal bench
area. The current map indicates that the bench will be completely
filled leaving no flat areas. The narrative in the reclamation plan
states that the portal face-up will be left intact in part and the
bench will only be partially backfilled. Map 12 needs to be changed
if the permit is to be consistent. Map 12 also needs to indicate
that the flood control berm will be retained.
