To: Byron Walker
From: Janet Binns
Date: October 5, OS
Re: Foidel Creek Mine, C-1982-056, TR-49, September 22, 2005 Peabody Adequacy Responses
CC: Dan Hernandez
I have reviewed Twentymile Coal Company's response to the Division's adequacy letter, dated June 24,
2005, for technical revision for the Foidel Creek Mine, TR-49. This Technical Revision provides detail of
the method that Twentymile Coal Company uses to manage the Coal Refuse Pile. TCC's provides detail of
remaining temporary stockpile of coal refuse on the southern portion of the permitted coal refuse pile area
and the practice of end dumping coal waste during the winter months, then spreading and compacting this
stockpiled material in the late spring and summer months.
Based on information provided in Twentymile Coal Company's September 22, 2005 adequacy response
letter, and revised permit text:
901. Haul 80,000 cu. yds. coal waste material from area 3 of refuse pile to area 2.5 of pile. Twentymile
Coal Company indicates that the distance to push the stored cal refuse material ranges from 200-600
fr. An average push distance of 400 ft. was used in DMG's calculation.
DMG's estimated cost to spread 80,000 cu. yds. temporarily stockpiled coal refuse from azea 3 to
area 2.5 is $43,225.00.
902. Compact 80,000 Cu.yd. coal waste material:
Lifts = 24 inch thick
Estimated azea available for respread based on Map 24= 1950ft.L x 675 ft. W.= 1,316,250 s.f.
Lifts are compacted in 24 inch lifts. Twentymile Coal Company can spread 2,632,500 cu.ft. waste
material per lift. = 97,500 cu.yd. per lift.
80,000 cu.yd. Coal waste would be compacted in 1 lift
DMG's estimate for this task is $2,989.00
903. 300,000 cu.yds. end dumped on the active azea during winter months*
*Operator needs to spread this waste material when it accumulates to approx. 97,500 cu.yd. in order
to maintain the 24 inch lift compaction requirements.
Compact this material in 3 lifts.
DMG's estimated cost for this task is $11,208.00.
900. Summary form of Tasks 901, 902 and 903, plus indirect costs. No Mob/demob task included since
these tasks would be performed with other overall site reclamation.
The estimate to account for winter stockpiling of coal waste is $64,927.00. CIRCES estimating sheets are
included with this memo.
