If Mined Land <br />Reclamation issues reclamation permits without resolving the legality of <br />so doing, they will be aiding and abetting Mesa County Commissioners. <br />Let this letter confirm my objections were presented at the informal <br />confeFence in the form of a letter, with attachments, addressed to you, and <br />dated July 27, 1992. <br />Why did Mr. Humphries discriminated against me? <br />What is the reason for the Legislative Declaration (34-32-102) of the <br />Mined Land Reclamation Act if the Division or the Board are not required to <br />uphold its purpose? <br />What is the reason for spending tax money to develop and publish <br />Mineral Rules and Regulations, then sell them, at an additional cost to the <br />same taxpayers, if division employees are privileged to unilaterally and <br />spontaneously develop outside arrangements that smack of ex parte action to <br />resolve special interest issues? <br />What is the reason first addressing the Legislation Declaration in <br />these rules and regulation if it is not the intent of the Division to folloM <br />them? <br />You are a professional paid to manage these affairs according to law. <br />It is prudent to have all legal questions reviewed by the Attorney General <br />for legality to save costs later to defend faulty or clouded issues in <br />Court. <br />Thank You, <br />Charles L.
