Three people, <br />including myself, presented objections. It is my understanding the <br />documents presented at this conference would meet the five day formal <br />presentation period. <br />Although several objections were made, he determined what he believed <br />the board should consider at formal proceedings. The objectors argued <br />unsuccessfully that Mr. Humphries' only authority was to transmit <br />objections, without editing, to the board in accordance with Title 24 of the <br />Statutes. Mined Land Reclamation employees have no authority to make policy <br />decisions! <br />He repeatedly stated Mined Land Reclamation's only authority was to <br />issued reclamation permits. We were told mining could continue in <br />perpetuity before reclamation was started. He totally discounted Title <br />34-32-115(4)(c) of the Mined Land Reclamation Act which states, permits can <br />not be issued if a part of the proposed mining operation, the reclamation <br />program, or the proposed future use is against laws or regulations. <br />My objections, were presented to him in the form of a letter, with <br />attachments, addressed to you. After reviewing all other objections, and <br />before reviewing mine, he declared the informal conference closed stating <br />any further objections would have to be presented in writing. Twice I asked <br />if my objections would be registered with the board. Twice he declined to <br />answer leaving little doubt he had unilaterally decided my objections would <br />be omitted from consideration unless resubmitted within the five days. <br />I have been a taxpayer of this state all of my 66 years. I am entitled <br />to be heard equally with any other affected citizen of this state. <br />I expect to have every single issue I raised in my objection letter to <br />you heard by the board at the pre-hearing and formal conference. Every <br />issue presented to you relates to permit issuance, which is a part of the <br />mining operation. Some more important objections are recapped here: <br />1.
