November 28, 2003 <br />Page 2 of 3 Pages <br />Item 6. Rule 4.08.5(11). The application proposes the pounds of explosive in each hole be <br />recorded on Figure 3, but only for overburden (proposed page 2.05-28a). Please revise this page <br />to include all blasts. <br />Item 7. Rule 4.085(11). Please explain the entry proposed for the maximum weight of <br />explosives used per 8-millisecond period, such as was done in your Comments and Responses, <br />Colowyo Coal LLC, Notice of Violation CV-2003-013, Dated November 21, 2003, page 2. A <br />direct lift as follows from this reference onto proposed page 2.05-28a would fulfill this request. <br />"Colowyo has historically calculated the maximum weight of explosives detonated with any 8- <br />milli-second time period by the following means: <br />(Nlax. no. of holes in an 8-misec) x <br />(Max. lbs. of explosives put in any one hole) <br />The maximum chazge weight has been calculated this way to ensure that any blast designed <br />under this criterion would not exceed the allowable amount using the scale distance formula. <br />Thereby, meeting the intent of the law to not exceed the maximum weight of explosives in any 8- <br />milli-second time period. Colowyo's blast records reflect the maximum weight of explosives <br />using the above method." <br />Item 8. Rule 4.08.5(11). Please add columns to Figure 3 for recording, directly, the total weight <br />of explosives used in each hole. <br />Item 9. Rule 4.08.5(11). Please add a Figure 4, an example timing analysis, and appropriate text <br />(perhaps on proposed page 2.05-28a) to illustrate the use of a timing analysis to determine the <br />maximum number of holes detonated within an 8-millisecond time period (the fast portion of <br />your formula under Item 7). <br />Item 10. Rule 4.08.5(17). Please add a Figure 5, as an example airblast record, with appropriate <br />text reference. This figure would include the information required by Rules 4.08.5(17)(a), {b) <br />and (e). <br />Item 11. Rule 4.08.5(17). Please revise the text on proposed page 2.05-30 to include the name of <br />the firm taking the airblast reading (Rule 4.08.2{17)(c), and the name of the firm analyzing the <br />seismographic record (Rule 4.08.5(17)(d). Please indicate their entry, along with the person <br />taking the reading and the person analyzing the seismographic record, on the proposed Figure 5. <br />Item 12. Rule 4.08.5(17). Please revise proposed page 2.05-30 to also include aizblast monitoring <br />at the dwellings closest to blasts at the west side of the West Pit and/or Section 16 Pit (Sweeney? <br />Pearce? Ricks?). <br />
