Cattany <br />Division Director ' <br />Natural Resource Trustee <br />Please respond to the following adequacy items of the subject application (Minor Revision No. <br />61) that proposes revisions to portions of the Permit Application Package (PAP) with regard to <br />blasting. <br />Item 1. Rule 2.05.3(6)(a)(i). Please change so much of proposed page 2.05-28 that reads "Table <br />5" to read "Table 2.05-5", that reads "Table 5(A)" to read "Table 2.05-Sa", and that read "Table <br />6" to read "Table 2.05-6". <br />Item 2. Rule 2.05.3(6)(a)(ii)(C). Please add (either in text on page 2.04-28, or Table 2.05-5, Sa <br />and 6, under "Blastin so as to be part of the "blasting plan", a description of the types of fuses <br />and detonation controls used. <br />Item 3. Rule 2.05.3(6)(a)(iv). The Division concurs in periodic air-blast monitoring of twice a <br />yeaz, but please revise your proposed page 2.05-30 to distribute the timing of the monitoring, <br />indicate the neazest dwelling(s) [there are no other structures described under Rule 4.08.5(4)], <br />and describe the relevancy of the monitoring. For example, "Colowyo will conduct periodic air- <br />blast monitoring at each neazest dwelling at a frequency of not less that twice a yeaz, and at an <br />interval not less than four months, each. Blasts to be monitored will be of those detonated in <br />overburden within the neazest 1000 feet of mining operations to the respective dwelling(s)" <br />Thus the Division would anticipate air-blast monitoring at the Sweeny and Durham dwellings, <br />twice (separated by a few months) a yeaz each, when blasting is closest. <br />Item 4. Rule 4.08.5(9). Please revise proposed page 2.05-28a to include coal blasts (Figure 3) as <br />well as overburden blasts (indicates depths of holes). <br />Item 5. Rule 4.0$.5(9).
