r <br />timeframe for implementation of the amended design was not specified in TR-32. In order to <br />eliminate the potential for channel breakout and other problems associated with the current <br />channel, it is important that the approved design be implemented prior to the onset of the <br />summer monsoon and associated flash flood type storm events. Please amend the permit to <br />specify implementation of the approved permanent channel design and salvage of stored <br />sediment prior to June 1, 2001. <br />An additional grading task associated with channel reclamation appears to be warranted. Along <br />almost the entire length of the permanent diversion segment, three to four foot high dirt berms <br />were built up on both sides of the channel, to provide the required channel cross-section <br />associated with the rock check structures. These berms give the channel an artificial appearance, <br />and prevent surface runoff from adjacent hillslopes from draining directly into the channel. <br />When the rock checks are removed, the channel will be deepened, and the berms would appear <br />to serve no purpose downstream from the approximate location of the upper rock check. Please <br />amend the permit as appropriate to clarify that the berms along the middle and lower <br />sections of the channel will be graded out so that the channel blends more naturally into <br />the adjacent terrain. <br />c) Haul Road 3 Travel Width Reduction. Haul Road 3 between the public road near the Cameo <br />Power Plant and the UTL was approved for permanent retention, to provide for vehicular access <br />from the public road to [he north end of the property. The road averages approximately 30 feet <br />in width and is up to 40 feet wide in some areas. The existing road width is not appropriate for <br />the postmining land use. Please amend the Road Reclamation section of the permit to - <br />specify measures which will be taken to reduce the road width to be "appropriate for the <br />anticipated volume of traffic and the nature and speed of vehicles to be used" pursuant to <br />Rule 4.03.1(3)(c). Unless justification is provided, the amended width should be consistent <br />with the various light use and access roads approved for occasional light use by landowners <br />postmining. <br />Thank you for your prompt attention to this letter. <br />-otection Specialist <br />
