Mr. Kent Gorham, CMLRD <br />February 5, 1992 -page 2 <br />Trapper's current blasting plan predicts "peak particle velocities" at the permanent building to be at or <br />below 1.00 inches/second. However without site specific seismic information this prediction cannot be <br />totauy validated. Seismic monitoring will be conducted at the permanent building in the interest of verifying <br />our blasting predictions rather than a regulatory requirement <br />The proposed explosive amount to be detonated per 8 millisecond delay in the proposed B/C pit blasting <br />area is approximately 1500#. <br />Flyrock should not be cast from the blasting vicinity more than half the distance to the buildings and in no <br />case beyond our permit boundary. We anticipate very little ^yrock associated with this blasting. <br />Trapper has performed a preblast survey on the permanent building (enclosed) and will initiate another <br />post-blast survey following the blasting in Browning and Colt pit. Additionally, to ensure all proper sa[ery <br />precautions are performed, Trapper will notify Cyprus Empire 24 hours prior to any surface blasting. <br />Trapper, with Empire's assistance, will ensure that any potential occupant will be evacuated from the <br />buildings prior to each blast. <br />Please fmd enclosed a mine blasting variance agreement with Cyprus Empve Corporation giving Trapper <br />permission [o blast within approximately 600 feet (actual distance is 740 ft) of their permanent building. <br />This agreement covers Trapper's responsibility for pre and post blasting surveys, damage mitigation mea- <br />sures and personal injury requirements. Additionally, a correspondence from Terrell Johnson (CEC) <br />explains the function of the two svuctures in question. <br />Kent, a record of each blast will be on fde at the minesite for inspection by the Division and by the public on <br />request.
