Blasting Distance Mod cations in the <br />Browning and Colt Pit Mining Areas at Trapper Mine. <br />Trapper Mining Inc. proposes to modify our current blasting distance requvemen[ to allow blasting within <br />300 feet of a powerline and within 740 feet of one permanent building and one semi-permanent building (no <br />foundation) in our Browning and Colt pit mining areas. Trapper submits the following proposal to ensure <br />we are in compliance with Rule 4.08, Use of Explosives, as required by the Regulations of the Colorado <br />Mined Land Reclamation Board for Coal Mining. <br />Powerline <br />Although not specifically stated within the state regulations (4.08.4(7)(b), Trapper assumed that the distance <br />requirement for blasting adjacent to a powerline is 500 feet The powerline in question is owned and oper- <br />ated by the Yampa Valley Electric Association and is located along Trapper's western permit boundary <br />adjoining the Cyprus Empire coal mine. Power is distributed to a variety of outlets including nonessential <br />Trapper and Cyprus Empire facilities, the Lux residence, the Simince residence and two other residences in <br />the Big Bottom area. Trapper in conjunction with the Yampa Valey Electric Association will monitor and <br />control impacts to the power transmission line by closely controlling the weight of the explosives to be deto- <br />nated. Trapper will visually monitor blasts (powerline) as we approach the transmission line to prevent pos- <br />sible damages. Following each blast, Trapper will inspect power poles and lines to ensure the integrity of <br />the line. If any problems arise, Trapper will discontinue blasting until a suitable alternative can be worked <br />out between Trapper, YVEA and CMLRD. Please fmd enclosed a written waiver by Yampa Valley Elecvic <br />Association granting Trapper Mining Inc. permission to blas[ within 300 feet of their power transmission <br />line. <br />Buildings <br />As discussed and inspected during your last visit to Trapper (1/8/42), there currently exists two buildings, the <br />permanent structure being within 740 feet of Trapper's proposed Colt pit blast area. The structures are <br />located within the Cyprus Empire permit boundary. The buildings sere as storage and training facilities. <br />Thetr intent is not to serve as permanent dwellings. <br />Please fmd enclosed a typical blast design for the Browning and Colt pit mining area (Figure 1). It is esti- <br />mated that four overburden (Figure 2) and two parting blasts will be performed in the Colt pit, and two <br />overburden blasts (Figure 3) in Browning pit. <br />P.O.
