The Mesa Pit was originally <br />permitted as a 9.95 acre gravel borrow source in 1980. The permit was subsequently <br />amended in 1982 to encompass a total of 93.7 acres (the original 9.95 acres plus additional <br />areas and operations totaling 83.75 acres) and the designation of owner/operator was <br />changed from Peabody Coal Company (Peabody) to SCC and the new south access road (2.8 <br />acres) was added in 1994 by a Succession of Operators filing. <br />SCC is Filing this application for Technical Revision (TR) consiscent wi[h applicable <br />provisions of Section 1.9 of the Construction Material Rules and Regulations and a <br />stipulation included, at Peabody's request, in the approval of the 1982 Permit Amendment. <br />The Permit Area, baseline information, and operations/reclamation plans approved under <br />[he 1982 Permit Amendment cover all gravel extraction and related operations contemplated <br />by Peabody for the life of the identified gravel reserve. Due, however, to drainage concerns <br />expressed by an adjacent landowner and issues related [o power transmission lines which <br />cross the Permit Area, Peabody agreed to a stipulation that initial (Phase I) operations would <br />be limited to an area east of the existing 230 KV Western Area Power Administration <br />(WAPA) transmission lines and that subsequent (Phase II) operations would be subjec[ to a <br />secondary approval. The issues related to the existing powerlines were resolved during the <br />final review and approval process for the 1982 Permit Amendment. <br />This TR application covers Phase II Gravel Extraction and Related Operations for the Mesa <br />Gravel Pit. The proposed Phase II operations fall entirely within the existing Permit Area as <br />defined by the Permit Boundary approved under the 1982 Permit Amendment and <br />expanded for the south access road. In addition, the proposed operations, related <br />disturbance, and potential associated impacts are consistent with those described and <br />approved under the 1982 and subsequent permit amendments. The only changes from the <br />operations described under the 1982 and 1994 filings are modifications to the proposed <br />P.G.
