Removal of Rotary Breaker and <br />Addition of Crusher <br />Dear Randy: <br />Mountain Coal Company ((MCC) d.b.a. West Elk Coal <br />Company, Inc.) requests a technical revision to Permit <br />No. C-80-007 to construct up to four stacking tubes and <br />an underground reclaim system in the location of the <br />existing breaker pad and borrow area coal stockpiles. <br />The existing rotary breaker will be removed and <br />replaced with an additional crusher. The stacking belt <br />will also be removed. Construction of the stacking <br />tubes will nearly triple the capacity of the existing <br />coal stockpiles in that location which is necessary to <br />prepare for longwall production. <br />Run-of-mine coal will be fed via overhead conveyors to <br />three to four stacking tubes. Coal will be fed into <br />the underground reclaim system using bulldozers pushing <br />the coal to reclaim hoppers. The coal will then be <br />crushed to product size. Designs for the stacking <br />tubes and underground reclaim system are attached and <br />once approved should be added to Volume 6. <br />Up to an additional 4.0 acres located west of the <br />existing borrow area coal stockpile will be disturbed <br />by this construction, but will be entirely contained <br />within the permit area. Topsoil will be stripped at <br />the same depths prescribed for the earlier borrow area <br />development and stockpiled on the main topsoil <br />stockpile nearby. As specified in the topsoil removal <br />discussions in the permit, should greater depths of <br />topsoil be observed during the removal process, the <br />entire depth will be salvaged and stored. <br />Reclamation costs for the stacking tubes and reclaim <br />system are estimated as follows. The crushers will be <br />part of the breaker building demolition costs in the <br />AMCOfiPW <br />
