-31- <br />- Current pit volumes; <br />- No. of acres reouiring topsoil replacement. this should be <br />divided into pit area acreage, haul road acreage; and surface <br />facilities acreage (including coal storage areas, crusher <br />facility, parking lot and building location areas); <br />- Current topsoil stockpile volumes; <br />- Required topsoil replacement depths by specific area; <br />- No. of acres requiring re vegetation; <br />- No. of acres previously seeded at the mine which have not been <br />released from liability; <br />- List of surface structures and facilities currently at the mine; <br />- Volume of material comprising the surface facilities area pad <br />or bench; and, <br />- Volume of overburden material presently stockpiled. <br />Required Reclamation Tasks <br />The operator needs to revise the bond calculations to include <br />estimated costs for haul and access road reclamation, sediment pond <br />and diversion ditch reclamation, and demolition/removal of all mine <br />related surface structures. <br />Additionally, it appears that backfilling of the final pit will <br />require hauling overburden from the surface facilities bench and <br />crusher pad area (425,000 LCY) up to the final pit. Estimated <br />costs for this phase of mine reclamation should be included in the <br />bond calculations. <br />An estimated cost far administrative expenses has been included in <br />the bond calculations (page 3.01-13). However, the figure provided <br />is not representative of all administrative or overhead and profit <br />charges that would be incurred by the State if the work had to be <br />performed by independent contractors. The following overhead and <br />profit expenses should be applied to the total direct reclamation <br />costs: <br />Overhead: <br />- Public liability insurance at 0.08%; <br />- Workman's comp, at 6.92% of payroll (or use 1.0127 multiple); <br />- Contractors performance bond at 2%' <br />- Job superintendent (on job at all times work is being <br />performed); <br />- Engineering and Bid Specification prep, at 5%; and, <br />- Contractors profit at 10%. <br />
