.~ ' <br />i. WATER QUALITY (Drinking/Ground) <br />There are no identified impacts to drinking <br />water or ground water quality. <br />j. WETLANDS/RIPARIAN ZONES <br />The permit area is not located within any <br />wetland or riparian areas. Therefore, no <br />impacts are anticipated. <br />k. WILD AND SCENIC RIVERS <br />The permit area is not located within the <br />boundaries of any rivers proposed for or <br />designated as wild and scenic rivers. <br />1. WILDERNESS <br />The permit area is located approximately five <br />(5) miles northwest of the McKenna Peak <br />Wilderness Study Area. <br />m. ENVIRONI+LQITAL JUSTICE <br />On February 11, 1994, the President issued <br />Executive Order 12898 on Environmental Justice <br />in minority and low income populations. The <br />purpose of the order is to identify and <br />address, as appropriate, disproportionately <br />high and adverse human health and <br />environmental effects of programs, policies, <br />or activities on minority or low income <br />populations. In the project area, there are <br />no low income or minority populations. <br />Therefore, no disproportionate negative <br />impacts to any communities in the area is <br />expected. <br />2. WILDLIFE <br />The area of the proposed action is within an area <br />identified in the San Juan/San Miguel RMP as being <br />Mule Deer and Elk winter range. The RMP indicates <br />that impacts from human activities will be <br />restricted during the period of December 1 through <br />April 15. A stipulation will be placed in the <br />Surface Use/Reclamation Plan to this effect. An <br />exception to this restriction may be granted if it <br />is determined that winter conditions in any <br />particular year are mild. <br />
