Long <br />Division Dneuo. <br />Per your memo dated February 17, 1993 I have reviewed the final <br />submittal of the bond estimate for Eastside. I have the following <br />comments: <br />1. Page 109 second paragraph states that 3,300 CCY will be <br />transported to the mine site and proposed office area. The <br />original permit states that this material will cover the area with <br />a minimum thickness of six inches. Eastside has revised this <br />sentence to state the soil material will be distributed to cover as <br />much of the disturbed area as possible. I recommend that either a <br />soils person or veg person review this aspect of the permit change. <br />I really have no idea if this is acceptable or not for this <br />specific site, its out of my bonding frame of mind. You may want <br />to talk to Steve Self regarding this issue. <br />2. The same paragraph states that regrading of the surface <br />facilities will result in an excess of 600 cy. This 600 cy along <br />with the 3,300 cys excess from the waste disposal site will be used <br />to cover the surface facilities area with a minimum of 6 inches of <br />soil. The new revised page deletes the excess of 600 cy of soil <br />material from the facility area. Will it no longer be used to <br />reclaim the facility area? The bond calculated by the Division <br />uses the total cubic yard material of 3,900 cy (3,300 + 600) to <br />reclaim the facility area. With the deletion of this 600 cy <br />volume, the estimate will be overbonded by 600 cy. You may want to <br />bring this to the attention of Steve Self and ask him if this <br />deletion is intentional, and what will become of the 600 cy. <br />3. On page 111 Eastside proposes to remove the loadout <br />facility task from the permit. Since the Division has not approved <br />or bonded for the loadout facility, I do not foresee a problem with <br />removing this item from the list (number 11). This was discussed <br />at the December meeting last year. <br />
