EXHIBIT "D"
Mining Plan
6.4.4 The Mining Plan for the Del Norte Pit is as follows (Please also see map):
This permit is for the expansion of the existing permitted Del Norte gravel Pit M-84-
026, Revision No. CN-1.
(a) The initial preparation of the surface before extraction of the sand and gravel will
consist of stripping the vegetation and topsoil and placing it in stockpiles for use later
during reclamation. Front-end loaders, scrapers, and motor graders may be
employed for this phase.
The next phase after removal of the vegetation and topsoil is the extraction of the ..
- ~ ~resource (sand and gravel), which will be accomplished with front-end loaders,
dozers, scrapers, backhoe excavators, draglines, or any surtace mining type of
equipment that is economically feasible for this site.
This is an open pit surface mine, and mining and construction equipment design for
this task will be used for earthmoving and transporting both on site and trucking off
site.
(b) All earthmoving will be done with machinery designed for the job, eg. Dozer, front-
end loaders, scrapers, excavators, etc.
(c) The operator proposes to use inactive areas of excavation as recharged basins for
water owned by the Rio Grande Canal Water Users Association, whose Rio Grande
Canal No. 1 is immediately to the north of the subject property. This activity is
proposed for the remaining mining activities and as the reclaimed use for the, subject
property.
Waters will be delivered to the recharge basins through one or more headgate/culvert
structures to be installed through the south embankment of the Rio Grande Canal No.
1. Installation and ownership of the diversion structures will be the responsibility of
the canal owners.
(d) The size of maximum disturbance will be approximately 20 acres at any one time,
and will consist of a combination of mining, processing, stockpiling, hot mix asphalt
plant and/or ready mix concrete plant, and reclamation. Total area of disturbance will
be approximately 57 acres of the permitted 71 acres.
(e) Mining will be done on a continuing program every year as the demand warrants.
Therefore, mining wi{I occur as projects in the area demand.
