PART 1 <br />Page g <br />Permit No. COG-Sp0000 <br />C. EFFLUENT LIMITATIONS AND CONDITIONS - STORM1iWATER DISCHARGE <br />e. All dischargers must comply with the lawful requirerneots of wunties, drainage districts and other state or <br />local agencies regarding any discharges of stormwater to surrm drain systems or other water courses under <br />their jurisdiction. <br />2. Stormwa[er A1anaQanent Nan (SWMP) <br />A Stormwater Management Plan (SWMP) shall be developed for each facility covered by this section (Pert I.C). The <br />SWMP sball be prepared in accordance with good engineering practices. (Tbe plea need not be completed by a <br />registered engineer.) <br />The plan shall identify potential sources of pollution (including sediment) which may reasonably be expected to affect <br />the quality of stotmwaler discharges associated with the mining activity. In addition, the plan shall describe and <br />ensure the implementation of best management practices (BMPs) which will be used to reduce the pollutants in <br />stormwater discharges associated with mining activity. <br />Mining operations most artily the complMion of their 51iTfP and must implement the provisions of the <br />SWA1P required under this prat az a condition of this permit. The Division reserves the right W request and <br />review the plans, end to require additional measures to prevent and wntrol pollution, ee needed. <br />The SWMP shall include the following items, at a minimum: <br />a. Site M1tap <br />I <br />The plan shall provide a Bite map or maps which indicate at a minimum <br />- Mining site boundaries <br />- Access and haul roads <br />- Slormwaler out(alls and ea outline of the drainage area o(each stormwater outfall <br />- An estimate of the direction of (low I <br />i <br />- M1teteriels handling areas <br />- Lech existing structural control rtxasure to reduce pollutants in stortnwater runoff <br />- Areas used for storage or disposal of overburden, rtraterials, soils or wastes <br />- Areas used for vuneral milling and processing <br />- Springs, streams, wetlands and other surface waters <br />- location of mine drainage or any other process water <br />- Boundary of tributary area that is subject to effluent limitations <br />- Date the map was prepared I <br />Uescliptiun of Potential Pollutant Sources/~1lfaterial Insentory <br />The plan shall provide a descriptioe of all potential sources (activities and materiels) which may reasonably be <br />expected to add pollutants to stormwater discharges. Such sources may include haul roads, equipment storage <br />and maintenance areas, fuel storage areas, etc. <br />I <br />In each case where stormweter pollution potwtial exists, appropriate preventive measures must be taken and <br />documented. i <br />I <br />c. Stormwater Quality Controls . <br />I - <br />Each mining site covered by this permit shall develop a das:,ription of stormwater quality controls appropriate <br />for that site, end implement such controls. 'The appropriateness and priorities of controls in the plan shall <br />reflect identified potential sources of pollutants at the Bite. The description of stormwater quality controls shall <br />address the following minimum components, including a schedule for implementing such controls: <br />
