PART 1
Page g
Permit No. COG-Sp0000
C. EFFLUENT LIMITATIONS AND CONDITIONS - STORM1iWATER DISCHARGE
e. All dischargers must comply with the lawful requirerneots of wunties, drainage districts and other state or
local agencies regarding any discharges of stormwater to surrm drain systems or other water courses under
their jurisdiction.
2. Stormwa[er A1anaQanent Nan (SWMP)
A Stormwater Management Plan (SWMP) shall be developed for each facility covered by this section (Pert I.C). The
SWMP sball be prepared in accordance with good engineering practices. (Tbe plea need not be completed by a
registered engineer.)
The plan shall identify potential sources of pollution (including sediment) which may reasonably be expected to affect
the quality of stotmwaler discharges associated with the mining activity. In addition, the plan shall describe and
ensure the implementation of best management practices (BMPs) which will be used to reduce the pollutants in
stormwater discharges associated with mining activity.
Mining operations most artily the complMion of their 51iTfP and must implement the provisions of the
SWA1P required under this prat az a condition of this permit. The Division reserves the right W request and
review the plans, end to require additional measures to prevent and wntrol pollution, ee needed.
The SWMP shall include the following items, at a minimum:
a. Site M1tap
I
The plan shall provide a Bite map or maps which indicate at a minimum
- Mining site boundaries
- Access and haul roads
- Slormwaler out(alls and ea outline of the drainage area o(each stormwater outfall
- An estimate of the direction of (low I
i
- M1teteriels handling areas
- Lech existing structural control rtxasure to reduce pollutants in stortnwater runoff
- Areas used for storage or disposal of overburden, rtraterials, soils or wastes
- Areas used for vuneral milling and processing
- Springs, streams, wetlands and other surface waters
- location of mine drainage or any other process water
- Boundary of tributary area that is subject to effluent limitations
- Date the map was prepared I
Uescliptiun of Potential Pollutant Sources/~1lfaterial Insentory
The plan shall provide a descriptioe of all potential sources (activities and materiels) which may reasonably be
expected to add pollutants to stormwater discharges. Such sources may include haul roads, equipment storage
and maintenance areas, fuel storage areas, etc.
I
In each case where stormweter pollution potwtial exists, appropriate preventive measures must be taken and
documented. i
I
c. Stormwater Quality Controls .
I -
Each mining site covered by this permit shall develop a das:,ription of stormwater quality controls appropriate
for that site, end implement such controls. 'The appropriateness and priorities of controls in the plan shall
reflect identified potential sources of pollutants at the Bite. The description of stormwater quality controls shall
address the following minimum components, including a schedule for implementing such controls:
