Upon final disposition of stockpiles on the South Site, the balance of the <br />affected lands over the South Site will be graded to 3h:ly or flatter, except where <br />undisturbed or disturbed portions of the site with native or other preferred <br />vegetation exist. <br /># Grading will include the covering of exposed ground water from clay mining. <br />The OhILR agrees that the locations and features of these pre(OMLR)law disturbances <br />represent areas of "continuous" mining, for purposes of wetland determination. <br /># As part of or subsequent to grading, a seed bed will be established through <br />the creation of furrows or swales. Furrows or swales will be created utilizing <br />rippers, or by other means relative to limitations of equipment/implements and <br />access to the same. Furrows or swales will be uniformly spaced to the extent <br />possible with a minimum depth of 6 to 12 inches. <br />Creation of the furrows will break up the stoney pan located over portions of the <br />site. While cobbles and stones will be brought to the surface, they are common to <br />the area and will help establish a suitable microenvironment for seedling <br />establishment. The activity will also break up compacted soil or plant growth <br />medium, create void space for seed, and otherwise establish an improved condition <br />for revegetation success. By establishing the furrows in a North/Northeast to <br />South/Southwest direction, perpendicular to the prevailing winds, the furrows will <br />better protect broadcast seed from being blown off site, and will better protect <br />both seeds and field moisture of the soil/growth medium from desiccation related to <br />wind. <br />NOTE: If seed can be drilled instead of broadcast, the creation of furrows or <br />swales will have a diminished value and will not be established. <br />It should also be noted that due to strong winds and the cobbly nature of the land, <br />use of mulch will have a marginal effect and is no longer planned for this site. <br />Even under ideal conditions, with specialized crimping equipment, mulch can be <br />nearly completely blown off site for those sites located along the Front Range <br />or otherwise exposed or prone to high velocity winds. An Exhibit A - Seed Mixture <br />will be submitted for approval under this Technical Revision, pending field and <br />related research, and respective of any recommendations of the U.S. Soil Conser- <br />vation Service. Exhibit A - Seed Mixture will offer an alternative to mulch that <br />is anticipated to be more effective and affordable for conditions evident at this <br />site. <br />4. The 2/21/95 OMLR inspection report acknowledges salvaged soil resources stockpiled <br />along the southern margin of the South Site. Existing soil stockpile resources will <br />be spread over the affected lands of the South Site {including retained commercial <br />stockpiles) to a minimum depth of 2 to 6 inches, to the extent of available <br />stockpiled soil reserves. <br />NOTE: Spreading soil over the affected lands eliminates the need to retain warranty <br />for earthwork related to replacing soil over the South Site, as reflected in the <br />OMLR inspection report of 2/21/95. <br />- 2 - <br />
