The <br />purpose of this meeting was to discuss a proposed revision to the back- <br />filling scheme for the portal cut at the Bear No. 2 underground coal mine. <br />Bear Coal Company proposes to backfill the portal cut of the Bear No. 2 Mine <br />with underground development waste generated from the Mt. Gunnison No. 1 <br />Kline. During the meeting, we arrived at the following conclusions: <br />(1) This revision would be treated as a minor revision to <br />permit C-033-81 for the Bear coal mines. <br />(2) The underground development waste material would be <br />transported, placed in two foot lifts and compacted in accordance <br />with stipulation no. 9 of permit C-033-8I. Material Proctor testing, <br />placement, compaction, inspection and certification would be completed <br />by ARCO Coal Company, operating as a contractor for Bear Coal Company. <br />(3) The underground development waste material would be backfilled <br />to the height of existing intermediate bench above the portal entries <br />at the Bear No. 2. A final slope of 2:1(horizontal to vertical slope) <br />would be maintained, resulting in a set back from the existing bench <br />lip of the portal bench of the Bear No. 2. The fill material <br />would be covered with a minimum of I foot of appropriate soil and re- <br />vegetated in accordance with the permit standards. <br />(4) Bear Coal Company will be responsible for all monitoring and <br />reclamation success requirements included within permit No.~C-033-81 <br />and its attendant stipulations. <br />Bear coal should be forwarding a written proposal of these procedures for <br />approval by the Division. The coal companies indicated arrival of that <br />proposalimmanently. Please contact me if you require assistance in review of <br />their submission. <br />~_ <br />.li-. J ~I <br />
