I have completed my adequacy review of the materials received by the Division
on May 18, 2000 submitted by Twentymile Coal Company for technical revision
#37 (TR-37) for the Foidel Creek Mine.
The operator states in the cover letter submitted that "As we discussed, the
exhibits submitted under permit revision number 5 for this facility, i.e. cultural
resources, road design and sediment control can be removed from the permit
revisions number 5 materials and inserted into this technical revision
application." These materials were not in the file folder I received for review.
However, I did find some materials in the PR-05 file folder in your office that I
believe to be the majority of what the operator is referring to. The operator
should submit these pages with the proper date and revision number before
approval. All things considered, my issues are as follows:
1. Text page 2.05-65.2 states the culvert at the entrance to the pad is to
route drainage under the road and around the pad. Page DP-1 of the SEDCAD
materials states the runoff to the culvert consists primarily of light-use road
runoff. This information is contradictory and should be corrected as necessary
to be consistent.
2. The Figure 1 that is referenced in the SEDCAD text consists of regional
geologic structural information rather than NMD Power borehole information.
The operator should submit three copies of Figure 1.
3. The topsoil amount stated on page 2.05-65.2 for the pad itself seems to
include the road based on the bond calculations.
