Headwater conditions are typically exanrirred by using HEC5 inlet <br />control nomograph. To be conservative and to allow for adequate freeboard, 1NFC usually uses <br />"projecting" conditions. <br />As virtually all culverts have free outfalls, inlet control assumptions can be verified by the "Pipe Flow <br />Charts" in HDS3. If flaw in the culvert has a free surface, entrance control ebsts, and ebt velodty <br />can be approbmated by using the greater of normal or critical veloaty detennined by the "Pipe Row <br />Charts" in HDS-3. <br />Mairfienance. Haul roads will be inspected on a daily work basis at the New Horizon fJGne. If, upon <br />inspection, it is detennirred that repairs are treaded, appropriate repairs such as, but not limited to, <br />blading, filling of potholes, replacement of the road surfaces, revegetation of side slopes and water- <br />ing for dust control, will be conducted as necessary. Magnesium Chloride solution may be utilized <br />to control fugitive dust. The solution will have an appropmate concentration of 30% and will be <br />applied at a rate of one-half gallon per square yard of surface area. The solution of Magnesium <br />Chloride will be applied by a oormierclal oonpany spedaliang in this product and will be dispensed <br />from a tnadc with approbmate 16 foot spray bars. One-tuw applications are antisipated per year. <br />Resboralion. Unless WFC requests retention of haul roads for postmining tarxt use and the OMLR <br />approves such request, immediately after the road is no longer treaded for operations, reclamation, <br />or monitoring: <br />a. The road will be dosed to vehicular traffic; <br />b. The natural~rirainage patterns will be restored; <br />c. All culverts will be removed; <br />d. Roadbeds will be ripped, plov~ed and scarified; <br />e. FII slopes will be rounded or reduced and shaped to conform the site to adjacent <br />terrain and to meet natural{irainage restoration standards; <br />f. Cut slopes will be shaped to blend with the natural contours; <br />g. Terraces will be constructed as r~essary to prevent excessive erosion and to <br />provide long-term stability in art-and-fill slopes; <br />h.
