<br />- _ P,ocess roads will be designed and constructed or reconstructed in compliance with the standards <br />"~ "' outlined under haul road construction in order to control erosion and disturbance of the hydrologic <br />balance. Topsoil will be removed and stockpiled in accordance with WFCs topsoil salvage plan. <br />Der g~. Each access road not within areas disturbed by mining and reclamation activities will be <br />designed, constructed and maintained to have adequate drainage ffollowing the criteria outlined <br />under the haul road construction. <br />Mairrterence. Access roads will be inspected and repaired following the outline for the haul road. <br />Magnesium Chloride solution may be utilized to control fugitive dust. The solution will have an <br />approximate concentration of 30% and will be applied at a rate of one-half gallon per square yard of <br />surface area. The solution of Magnesium Chloride will be applied by a oorrrnerdal company <br />specializing in this product and will be dispensed from a trudk with approximate 16 foot spray bars: <br />One-two applications an: anticipated per year. <br />Restoration Restoration tasks will be undertaken following the outline for the restoration under haul <br />road. <br />Light-Use Roads <br />At the New Horizon Mine, light-use roads will only be used on an intemtittent basis for purposes other <br />~ than transportation of coal inducting, but not limited to, roads used for monitoring and periodic <br />maintenance of monitoring fadlities and redamafion areas, intenrittent equipment passage from one <br />mine area to another rrene area, or other occasional use. <br />General Regriremerrls. WFC will construct, maintain and reclaim light-use roads to rrinirrrize erosion <br />and siltation, air and water pollution and damage to public and private property. To the extent <br />possible, using the best technology currently available, light-use roads will not cause damage to fish, <br />wildlife, or related environmental values and will not cause additional contributions of suspended <br />solids to streamAow or to runoff outside the permit area. Any such contribution shall not be in excess <br />of limitafions of State or Federal law. The locations of proposed light use roads are shown on Map <br />2.05.3-1 and a typical cross section is shown on Map 2.05.2. <br />The light-use roads at the rr9ne site will be designed with appropriate ditcies, grades, and culverts to <br />control erosion and runoff. All light-use roads will be constructed basically "orrgrade" and the <br />locafion will be partially limited by the grades of the existing or postmining areas. Stream fords will <br />not be used during construction of roads unless approval is first obtained from the regulatory <br />authority. <br />~h' V4FC will locate light-use roads on ridges or on a stable slope in order to minimize erosion. <br />No part of any access road will be located in the channel of an ephemeral stream <br />Revised ti-27-95 2.05.3(3) - 17 <br />
