Ivfr. Lawrence G. White, P.E. -6- October 28, 1994 <br />Portals <br />1. Are there any exposed or open portals at this site? If so, how will these be secured? <br />Bacld"tlling and Grading <br />1. With the possible exception of cross section "2+83," it appears that all highwalls and face- <br />up areas will be eliminated. Is this correct? Also, was the "2+83" cross section meant to <br />show total elimination of the scarp? If not, demonstrations as discussed in the preceding <br />Bacld"dling and Grading section for the mine site must be addressed. <br />2. Please verify that the "old spoil" depicted on the Coal Sates Tipple Area cross section sheet <br />pre-dates the currently permitted operations. <br />3. Please add clarifying designations to the Coal Sales Tipple Area cross section drawing, to <br />indicate whether, or which part of, the cross sections are existing or proposed post-mining <br />cross sections. <br />4. It appears that a ditch or road is proposed for retention along the upper slope. Is this the <br />case? If so, flow designs must be provided. <br />Topsoil <br />1. Please specify whether there exists any topsoil stored and/or dedicated for use in reclaiming <br />this area. <br />Drainage/Sediment Control <br />1. Please verify that all disturbed area drainage will still pass to the site sediment pond. As <br />discussed above, any disturi~ed or reclaimed areas not draining to the pond will require a <br />small area exemption. Please clarify, and advise as to any desired assistance with small <br />area exemption needs. <br />2. Please verify that the existing pond designs remain valid, as clarified in Drawing TP-6. <br />3. Please be aware that if the pond is retained as permanent, a specific demonstration, <br />pursuant to Rule 4.05.9(1) must be approved prior to fmal bond release. <br />Miscellaneous <br />1. The incidental boundary change can be approved for the coal sales area, as long as the <br />previously mentioned landowner-permission issue is resolved. Please clarify whether the <br />new ground is owned by the same landowner as the currently permitted ground. <br />
