The revision addresses the proposed sampling program to <br />determine whether or not selected soil type material will suffice <br />as suitable plant growth media. The material in question will come <br />from two sources, both of which are on the coal bench. As for the <br />proposed sampling program I have the following comments: <br />1. The placement of the sample holes can be random but should be <br />systematic enough to adequately represent the target areas. I <br />think this is what they have in mind but it should be verified. <br />2. The proposed sample plan calls for compositing the full depth <br />from various holes at each location for a total of eight <br />samples. The operator may also consider( not required) analyzing <br />one sample from each location at one foot intervals. The <br />intervals could be composited from several holes and condensed <br />to provide one sample. This would add a total of eight samples <br />to be analyzed. A reduced parameter list would be fine for these <br />interval samples(Ph, EC, SAR). This could help isolate any <br />unsuitable material. <br />The proposed analysis does not include fertility parameters <br />(N,P,K) but they might as well conduct these while doing the <br />rest of the tests. The fertility levels probably will not change <br />before reclamation is conducted and based on the results they <br />will be able to determine if they need to amend this growth <br />medium. Also, the test should include ~ Organic Matter and I <br />think they meant to test for Boron Not Barium if the pH is above <br />8.5. <br />4. The material balance (providing that this material is suitable) <br />will allow exactly 1.9 feet of cover to be placed on the <br />reclaimed area. The operator may want to commit to a lesser <br />depth to provide for shrink/swell and settling after placement. <br />Or you may want to make it clear that the depth will be checked <br />and verified at lay-down. <br />5. The TR states that 1.9 feet of growth media will provide enough <br />
