13) Please provide an amended Mine Plan and Sequence Map (Figure 2.1-1) to comply with <br />2.05.2(2) and 2.05.3(2)(b). The map should depict the extent of mine workings <br />developed to date. and current projections for mine development during the upcoming <br />permit term and future permit terms, and should correspond to mine design narrative. <br />Response: see attachment Issue #13. Frgure 2.1-1 showing amended Mine Plan and Sequence <br />Map. <br />2.05.3(4) Ponds. Impoundments, and Diversions <br />14) Permit Tables 4.2-10 and 4.2-13, and map Figure 2.2-3 describe an 18" CMP diversion <br />culvert which would route undisturbed drainage from 2.7 acre Watershed C-5 into the <br />42" South Diversion Culvert in the portal facility area. Please amend the permit <br />application text as appropriate to include a commitment and deadline for installation of <br />the referenced culvert. <br />Response: Tlrr.s culvert was ins1a11ed August 27, 1001. <br />2.05.30 Coal Mine Waste and Non-Coal Mine Waste <br />15) The current permit application makes reference to coal mine waste disposal on page 2-1, <br />under General Description of Mining Operation, and on page 2-27, under Surface <br />Facilities. There are several inconsistencies in the narratives that need to be resolved. <br />a) Page 2-1 states that no coal wastes have been generated from the operation to <br />date, and that if conditions change and waste is generated, the Munger Canyon <br />permit allows disposal of both coal and non-coal wastes in approved disposal <br />areas. First, a certain quantity of apparent coal waste has been generated, in the <br />form of coal fines and other material scraped up from the coal yard area into a <br />temporary pile adjacent to the coal product stockpile. It is assumed that this <br />material will continue to be generated during active mining. If this material <br />cannot be blended and shipped with the product coal, a plan for permanent <br />disposal will be necessary. <br />b) Second, the statement that the Munger permit allows for disposal of coal and non- <br />coal wastes in approved disposal areas is incorrect. Munger permit Stipulations <br />14 and 23 specify provision of modified plans, demonstrations and additional <br />bond, before development of waste disposal sites could be initiated. <br />c) Page 2-27 states that no refuse or development waste would be generated during <br />the permit term. However, the coal yard cleanings described above appear not to <br />have been considered. If this material cannot be blended with product coal it <br />would be considered coal mine waste. <br />
