Nauember 1993 EFCI Southfeld Mine * 7R-15 Adequary Responset, Set 11 ~ 2
with their previous response, EFCI feels [hat a meeting to discuss relevant fans relating to [his
issue and develop specific steps for resolution of outstanding concerns may be appropriate.
EFCI is willing [o pursue waivers from well owners within 600 feet of the mine workings as a
component of plans for resolution of outstanding concerns. Given the need for further
discussion to resolve the north well permit issues, it may be appropriate for the DMG to
stipulate cooperative resolution of remaining concerns with an adequate [ime period [o
accommodate necessary meetings and preparation of any related documentation.
Adequacy Item No. 12 -Concern relative to integrity of ground water monitoring rystem.
Response: The comparison of well completion information and angle of draw referenced in the
previous Mid-Term Adequacy Response was the basis for the related discussion of which wells
would and would no[ be potentially impacted by mining and consequent subsidence. This
comparison was part of EFCI's review process in developing the response and did not result in
preparation of any formal report.
The DMG's request for annual measurement of monitoring well depth is beyond the scope of
applicable regulatory requiremen[s (Rule 4.05.13(1)). Any conditions significant enough to affect
well integrity should be indicated by offsets or other movement of the well casing which would
be apparent during regular monitoring or by anomalies infield measurements or analysis values.
If there is reasonable indica[ion tha[ [he integrity of a monitoring well has been compromised,
EFCI will collect [he necessary information (which may include depth measurements, localized
subsidence surveys, or ocher activities) to evaluate and determine well status.
In reference to DMG's question about current status of monitoring wells MW-8. 10, and 16;
Well MW-8 was mined through during fourth quarter 1992, and Wells MW-10 and 16 remain
intact and are still being monitored in accordance with the approved hydrologic monitoring
program.
TOPSOIL
Adequary Item No. 18 -Addition of topsoil stockpiles to maps.
Response: Copies of [he revised Map 13, Loadout Area Surface and Ground Water Hydrology
Map, were inadvertently not included in the previous response submittal package. Copies of
[his map were, however, recently included as part of the TR-17 submittal package for
replacement in the permi[ application document.
OPERATIONS DESCRIPTION - MINE FACILITIES.
