INTRODUCTION
Kaiser Steel Resources (permittee) is Sling a request for Phase I bond release at the
Chimney Rock Mine (Permit C-81-023) located near Pagosa Springs, Colorado. The permit
for this mine was issued by the Colorado Mined Land Reclamation Division on April 15,
1988. Kaiser is requesting Phase I release on approximately 105 acres of disturbed ground
located in the NE 1/2, SE 1/4 of Section 30 and the NE 1/4 of Section 30, T34N, R4W.
The current bond held on the property is $800,000.00 which is the original bond amount
filed following approval of the Revision 1 portion of the permit. The bond is held in the
form of a Letter of Credit Number I-98167 with Security Pacitic Bank, 3737 Main Street,
P.O. Box 712, Riverside, California. To date, no bond has been released for reclamation
activities conducted on the property. Kaiser is requesting a release of $480,000 (60% of
$800,000).
RECLAMATION
Kaiser has completed various stages of reclamation as per the plans and specifications
contained in the approved permit. The mine permit area has been divided into four
disturbance areas which include the East Pit, Barron Ridge Pit, Revision 1 Pit, and Surface
Facilities areas. The areas and years of reclamation completion are shown on Figure 1 and
Table 1. All areas reclaimed to date, except the Revision 1 area, have been completely
reclaimed (backfilling, grading, topsoiling and seeding). In the Revision 1 area, only
I backfilling and grading have been accomplished during 1990. Completion of all backfilling,
grading, topsoiling and seeding will be accomplished during 1991. Several other areas which
'~ contain topsoil to be placed on the Revision 1 area will also be reclaimed during 1991. The
only other areas to be reclaimed on the mine site are the sediment control structures which
will be reclaimed following Phase II bond release.
Following the reclamation activities in 1990, cross sections of the reclaimed areas were
surveyed. Cross section locations are shown on Figure 2 with survey data for the Revision
1 area shown on Figures 3 and 4 and for the Surface Facilities area shown on Figure 5.
Cross sections for the Revision 1 area show both the proposed topography and the
reclaimed topography as surveyed in 1990. Cross sections J through O show the borrow area
material which was utilized to fill the Revision 1 Pit. This borrow area was approved in
Technical Revision 22. Cross sections for the Surface Facilities show the premine
topography as well as the reclaimed topography. Cross sections AA and AB show the
material which was left for the building retention as approved in Minor Revision 33. As all
reclamation activities are completed in 1991, Kaiser proposes to have the area flown and a
post mining topography map will be provided which will show all post mine and reclamation
as-built topography.
