Therefore, it is anticipated that no topsoil or subsoil s. ill be encountered. If suitable material is encountered, the materisl will be added to the existing topsoil stockpile, the new subsoil stockpile, or used in contemporaneous reclamation of the coal processing waste pile. 3. Construction of the coal reclaim structure and stockpile ayes will require the excavation of approximately 500-1,000 yards of bed roclt and gravels. This materisl will be used for filling loo: cress or disposed of at the coal processing casste pile. Material suitable for use ss rip rap may be stocltpiled for future use. The area designated for this purpose is shown on map 10. Ai F.mi s i one P rmi The Golden Eagle Mine has Colorado Department of Health Emission Permit No. 81LA300. This permit included provisions for race coal to be placed into s surge pile by an adjustable height stacker, conveyors to be partisllp enclosed, and transfer points to be totally enclosed. These conditions cuill be complied with by the new construction, with the exception that the drop tube structure will provide sn even greater measure of control of fugitive dust emissions than the adjustable height stacker. The lacy requires that all sir pollution sources submit to the Division a Revised Air Pollution Emission Notice (APENI by December 31, 1992. This revision will include the Revised Golden Eagle Raw Coal Handling system. pe mi R vitiOn~ The new structures have been added to Table 16 - Surface Facilities List, page 2.05-8 of the permit. These facilities and the location for subsoil and rip-rap stockpiles are shoran on Msp 10 Surface Facilities and Rosds. Reclamation bonding requirements are calculated on Exhibit 19, Schedule TR-20. Three copies of each are enclosed. A proposed public notice for publication in the local paper is also enclosed.
