Several aspects
of this permit revision affect National Forest System (NF5) lands. We appreciate the
cooperation of both the DRMS and Bowie during the review process.
On May 2, 2006, the GMUG originally responded to the DRMS on PR-10. Through the
Adequacy Response and subsequent meetings with Bowie, many concerns have been addressed
through the revision process. However, there are several items from our original correspondence
that appear to have been overlooked. We would like to see Bowie address the following items
carried over from the May 2, correspondence:
• In the original PR-10 (Volume IIIA, Exhibit 19), Dove Gulch was described by Bowie as
an ephemeral stream. The Adequacy Response does not contain the appropriate section
describing flow conditions in Dove Gulch, however the USFS wants to make sure that
this designation is changed within the mine permit to recognize Dove Gulch as an
intermittent stream.
• On item 29 of the Adequacy Response, Bowie describes the USFS monitoring request to
receive immediate monitoring data of Dove Gulch sites, instead of waiting for the annual
hydrology reports. We appreciate this is outlined in the letter, but we would like it to be
included into the actual mine permit so that instantaneous reporting is assured through
potential future changes in mine management, consultants, etc.
Page 2.05 -104 (b)(i)(A): Please modify the permit to reflect the pre-mining land use for
the NFS lands, which are described in the GMUG Land and Resource Management Plan
as: "Lands are managed for wildlife habitat management for one or more Forest Service
management indicator species. Semi-primitive -non-motorized, semi-primitive
motorized, and roaded natural recreation opportunities are provided. Livestock grazing
and vegetation treatments aze allowable."
Through additional review of the Adequacy Response, we request a couple of additional
modifications:
• Page 2.05 -103, paragraph on Bruce Park Dam: Please include language that Bowie
recognizes that the Bruce Park Dam and Reservoir is under a Forest Service Special Use
Authorization to Terror Ditch and Reservoir Company.
~v+ Caring for the Land and Serving People Pnntetl on RecydeE Paper
