Walker <br />Division of Minerals and Geology <br />1313 Sherman Street, Room 215 <br />Denver, Colorado 80203 <br />Re: Coors Energy Keenesburg Mine and Ash Disposal, Reclamation Cost Estimate <br />Dear Mr. Walker: <br />Following our May 19, 1998, meeting with representatives of Coors Energy and the <br />Colorado Department of Public Health and Environment, the Weld County Health . <br />Department (WCHD) reviewed the Reclamation Cost Estimate for the Keenesburg Mine <br />and Ash Disposal. The Cost Estimate, dated January 22, 1998, was provided to the <br />WCHD, by you, under cover letter dated May 4, 1998. <br />Our review focused only on Pits A and B. The WCHD has several concerns with the <br />Cost Estimate. We will address each individual task number as it is presented in the <br />Reclamation Cost Summary Form. Our concerns are as follows: <br />1) Task No. 2. According to the task description final grading is to be completed on <br />7.2 acres of Pit A. However, according to the June 13, 1997, Use by Special <br />Review Permit Amendment Application (Permit Amendment) submitted by the <br />Coors Energy Corporation to Weld County, the surface area of pit A was <br />described as 8.9 acres. <br />2) Task No. 6. According to the task description final grading is to be completed on <br />43.4 acres of Pit B. However, according to the Permit Amendment, the surface <br />area of Pit B is 58.7 acres. <br />3) Task No. 3. According to the task description 23,232 cubic yards of topsoil is to <br />be placed on Pit A. As in item #1 above, according to the Permit Amendment Pit <br />A is 8.9 surface acres. If 2 feet of topsoil is placed upon 8.9 acres approximately <br />28,700 cubic yards of topsoil would be required. <br /> <br />
