<br />M-91-097fCN-01 First adequacy letter <br />I (/25/98 <br />page 5 <br />Exhibit E -Reclamation Plan <br />Your plan states that all sloped areas will be broadcast seeded. They will all be 3:1 or gentler, and <br />other earthwork, seedbed preparation and mulching tasks involve equipment traversing the slopes, <br />so wlty not drill seed them? <br />Please clarify the apparent discrepancies about fertilizer. There are several references to it, from <br />applying a preset amount, to applying what a soil analysis or revegetation success shows is <br />needed, to not applying it at all. <br />Paragraph 3. l.9 states that topsoil will be stripped prior to mining, but does not specify the <br />depth(s). This was asked earlier in this letter. Please provide this information as a response for at <br />least one of the exhibits. <br />Paragraph 3. I. l l names [he structures onsite, but omits the canal and ditches. These have been <br />adequately mentioned elsewhere in the application, so this is not a problem. Please clarify <br />whether the highway right-of--way fence is owned by the applicant or by CDOT. <br />The possibility of not fully mining either Phase 1 or Phase 2 could result in smaller ponds than <br />what is depicted for the fully mined site. This will cause the need for more topsoil than what is <br />needed for the dryland portions when there are 18 acres of ponds. All dryland acreage minus <br />roads must be revegetated, and will require soil. Please ensure that there is sufficient topsoil for <br />plating all dryland acres at any point in the mining phases. <br />Exhibit F -Reclamation Plan Map <br />The note about the 2-acre area of existing woodland to be affected (along eastern boundary of <br />Phase 2) is mentioned again here because the boundary of the trees remains unchanged. This may <br />be inadvertent, or could indicate the avoiding of existing trees or replanting of affected areas back <br />to trees. Please clarify. <br />The two ponds are shown with undulating margins and shallow areas. The drawing in Detail A <br />shows a slight cut and fill which creates this effect. This will become a valuable enhancement to <br />this shoreline. Are there plans to introduce any emergent or wetland vegetation? This office will <br />not specifically require such species; this question is asked only out of interest. <br />(There is an extra set of pages included here, which seem to be only an accidental includion of an <br />earlier version. They are labeled Revision #1, and are presently not being considered for their <br />content. If they should be part of the reviewed material, please let me know.) <br />Exhibit G -Water Information <br />As noted above, there may be an existing pond in the Phase 2a area, whose surface may be at <br />
