M-91-097/CN-01 First adequacy letter
11/25/98
page 4
little vegetation to start with. Please comment.
What is meant by "MSHA slopes"? Does this equate with the final 3: ] gradients?
What depth of topsoil layer will be stripped prior to mining? Will this material be stockpiled
separately from other overburden materials? Will the "soil" named in the application form as a
mined commodity include any of the tnie topsoil which was stripped?
What will be the configuration of the soil stockpiles shown on the map (i. e., side slopes, height,
method of placement, etc.)? What species will be seeded on them for protection and at what rate?
Phase lb includes the demolition of the mill and other buildings nearby. This site was once home
to a metal milling operation, and much of the equipment, plumbing, vats and vessels for the mill
circuits are still present. Please provide information characterizing any remaining sludges, fines,
fluids or chemicals. What, if anything, requires special disposal? Will anything be disposed of or
backfilled onsite? Is there any toxic or acidic material in the tailings pond to the east?
Since t}tis operation is phased, and by your own description, later areas not mined will affect the
sizes of dry land vs pond surface. Bearing this in mind, please remember that, until the floors of
the dryland areas which are to become ponds have actually been excavated to expose
groundwater, there must be sufficient topsoil for reclaiming those areas to rangeland retained
onsite also. I will explore this scenario under Exhibit E below.
The description of Phase 2b states that mining will progress to the south, but the map shows that
it will move toward the northwest. Please clarify.
The description of Phase 2c states that mining evill progress to the east, but the map shows that it
will move toward the west. Please clarify.
Where will be t}te general locations of the important parts of the operation, such as batch plants,
processing equipment and stockpiles of product?
You state that the site may be excavated during Phase 2 with a Sauerman. Who still has and uses
one of these? Please explain how underwater slopes which conform to the specified gradients will
be constructed, without dewatering the pit.
(There was an extra set of pages, perhaps inadvertantly included, which seem to be an earlier
version of this exhibit, labeled Revision #2. At this time, I am not considering any information
included on those pages, but let me know if I should.)
