<br /> <br />I (Janice E. Becker) had the dubious pleasure of undergoing two <br />major surgeries on June 2 and September 30, 1994 which required a <br />recuperation period of eight weeks of the past six months. I was <br />instructed to get plenty of rest, breathe deeply and take walks. <br />Not an easy task when the noise was so bad, that even with the <br />windows closed and my radio on to counterbalance it, I had <br />difficulty sleeping. Constant ingestion of dust and periodic <br />noxious asphalt fumes is not conducive to anyone"s health. <br />There are laws that protect workers from hazardous materials and <br />excessive noise levels and limit the amount of exposure. <br />Throughout most of the past six months, UC has operated from 6:30 <br />AM to 8:30 PM six days a week, holidays included. Some days they <br />started before 5:00 AM and had workers banging something on <br />equipment after 10:00 PM. One piece of equipment (a drier?) also <br />ran throughout the night so in a week"s time we had only @22 <br />hours respite from the noise. Workers are protected, but we"re <br />exposed to twice the amount of noise and pollutants. <br />On June 13, 1994, the day you inspected UC, none of you bothered <br />to visit with us. Only Stu Chappell managed to catch you on your <br />whirlwind tour. <br />That same morning I (Janice E. Becker) called the State Health <br />Department in Grand Junction. I asked to speak to a specific <br />person and was told he was on the other line, but he"d call <br />later. Allegedly, that afternoon he drove down here but never <br />came on our property or called me. In hie letter we received two <br />weeks later he conceded that the winds were blowing @40 mph, but <br />HE didn't see any dust coming from UC (by that time of the day <br />the winds had shifted to the SSW) and HE didn"t see any dust from <br />UC and the dust HE saw came off the frontage road on the west <br />aide of Highway 550. We are truly amazed at hie clairvoyance - <br />when I called him I did NOT say That I waa complaining about, <br />just Tdh4m, and, since he never contacted us, HE $9ffi1med- <br />So, forgive us if we"re slightly cynical concerning <br />representatives from Colorado State government agencies. <br />And forgive us if we don"t believe that in the year 2014 the <br />crater next door will be reclaimed to rangeland (or, as in the <br />original application as shown in the newspaper - <br />residential/rangeland). In twenty years many of us will be dead <br />or moved from the area so we won"t enjoy the denouement of this <br />littl//e~~ dramaC. <br />L..Lr_...~. C . <br />Janice E.
