Service, OfYice of Surface Mining, U.S. Bureau of Land Management, U.S. Army Corps of <br />Engineers, Department of Archaeology and Historical Preservation, Colorado Natural Heritage <br />Inventory, Department of Natural Resources, Colorado Department of Public Health and <br />Environment, Colorado Geological Survey, Colorado Natural Areas Program, State Boazd of <br />Land Commissioners, Moffat County Boazd of Conmiissioners, and the Moffat County Planning <br />Department at the addresses above. Notice of this proposed decision, based on the Findings of <br />Compliance dated October 30, 1997, will be published in the Craig Daily Press, and letters with <br />the revised information sent to the addressees above. If no objections are made, this Proposed <br />Decision decision becomes final within 30 days (public comment period) of the first (associated) <br />publication. With clearance from a final AVS check, the Permit will be issued within five days <br />of the close of this second public comment period. The current Permit will expire on November <br />5, 1997. This second public comment period will extend beyond that date. Colowyo will be <br />allowed to continue operations until issuance of the new Permit under Rule 2.08.5 Right of <br />Successive Renewal. <br />3.2 Description of the Environment <br />3.2.1 Maps <br />United States Geological Survey (USGS) Topographic Map 7.5 Minute Quadrangles Axial and <br />Ninemile Gap, Colorado, cover the azea of the permit. Map 10 (an extract of composite 7.5 <br />minute maps), Regional Hydrology, January 1981 of the Permit shows the permit area, and <br />delineates major drainages, divides and basins. <br />3.2.2 General, Disturbed and Affected Area <br />The Mine is located approximately 28 miles southwest of Craig, Colorado, on State Highway 13. <br />The great majority of the permit area and current operations (including the mine pits, the <br />administrative, shops, warehouses, general offices and a rail loadout facility) are located in <br />I4 Revised October 30, 1997 <br />
