Dear Wayne:
As a result of our discussion and a phone conversation with 1!r. Brad Janies
of the Colorado !lined Land Declamation Board, I would reconmend the following
items be added to the permit applications for the Koenig, David Ranch and
Pierce pits.

1. Asa result of the mining process, we anticipate that there will be some '
uneveness or irregularity in the bottom and banks of the pits. Curing the rec-
lamation process, many of these depressed areas and irregularities should be pre-
served to present a more natural habitat for fish and wildlife.
2. As indicated orr the Extraction Plan Paps and Reclamation Plan 1'.aps, a bar-
rier strip shall be maintained between the pit and the river. ~s a general
rule the barrier strip shall have a minimum width of 100 feet.
3. Topsoil shall be stripped from all areas to be affected by the mining op-
eration, stockpiled'separate from other material, and protected against erosion.
Curing tl~e reclamation operation following filling and grading, topsoil will be
spread over all affected areas to a minimum depth of six inches.
4. The seeding rates and mixtures, as recommended by the Soil Conservation Ser-
vice, shall be as follows:
