I reviewed plans for the proposed wash bay pond, wash bay sediment sump, and <br />reclamation cost estimates for those two structures, facilities additions/relocations, topsoil <br />stockpile 15K, and the West Pit sedimentation pond. Following are my comments, questions, <br />and concerns regarding the submittal. <br />1. Discussions with Colowyo indicate that designs for the West Pit pond will be modified. <br />Since that is the case, we should not approve of the reclamation cost estimates <br />associated with that structure until the plans are final. Please have Colowyo reevaluate <br />those costs when plans are finalized. <br />2. The submittal included drawing '"1'R-24". Is this to be submitted in the permit <br />application? If so, where? <br />3. The wash bay sedimentation sump should be considered a temporary impoundment and <br />permitted as such. Rule 4.05.9(2) states that temporary impoundments are subject to <br />the requirements of Rules 4.05.6(2), 4.05.6(3)(d), 4.05.6(3)(e), 4.05.6(5), 4.05.6(6), and <br />4.05.6(8)-(12). Please have Colowyo provide information to demonstrate compliance <br />with these regulations. <br />4. The wash bay pond should also be considered and permitted as a temporary <br />impoundment. Please have Colowyo address Rules 4.05.9(2), 4.05.6(3)(d), 4.05.6(3)(e), <br />4.05.6(5), 4.05.6(6), and 4.05.6(8)-(12). <br />5. What are the capacities of the wash bay pond and sump? What is the expected <br />discharge from the truck wash bay? Do the capacities for these two structures include <br />storage for the 10 and 25 year - 24 hour storms? <br />
