AVF Determinations, RN-4 Findings <br />Minnesota Creek Drainage Basin <br />As set forth in the RN-4 Findings document, the Division has determined that alluvial valley <br />floors do not occur along the Dry Fork of Minnesota Creek, but do occur along the main <br />stem of Minnesota Creek. The segment of Minnesota Creek specifically identified as AVF in <br />the Findings document is described as: <br />al/ a//uvial deposits along Minnesota Creek from the west section line of Section 2, <br />T14S, R90W to the confluence of the North Fork near Paonia fit the criteria of an <br />alluvia/ va/ley floor. This does not include those areas subsequently mapped as part <br />of the water augmentation plan alluvial valley floor investigation, submitted March <br />23, 1987. <br />It appears that reference to Section 2, T14S, R90W may have been in error, as that location <br />is in the upper reaches of the Dry Fork. R91 W was probably intended. Other narrative in <br />the findings document implies that segments of Minnesota Creek upstream from the west <br />section line of Section 2, T14S, R91 W also meet AVF criteria. Mapping of alluvial deposits <br />in the Minnesota Creek drainage basin is referenced, but specific maps are not cited. <br />Narrative further states that the applicant has delineated those areas along Minnesota Creek <br />"where agricultural areas are supported by irrigation or flood irrigation" on Map 66 of the <br />permit document. Our assumption (not yet confirmed) is that all such delineated areas, as <br />well as additional alluvial deposits not mapped as sub-irrigated or flood irrigated, but which <br />have the capability to be flood irrigated, were also judged to meet AVF criteria. <br />The referenced Map 66 cannot be located in our copies of the permit application. An <br />amended Map 67 Surface Land Use was submitted with the PR-10 application. The map <br />delineates a number of agricultural areas along the main stem of Minnesota Creek upstream <br />of the west section line of Section 2, T14S, Rg1W (western limit of mapping), which most <br />likely are irrigated AVF lands. Additional agricultural areas are delineated on the lower reach <br />of the East Fork of Minnesota Creek, extending upstream into Sections 7 and 8, T14S, <br />R90W. Map 67 does not include information on extent of alluvial deposits, or actual or <br />potential irrigation. <br />North Fork of the Gunnison <br />The RN-4 Findings document indicates that the Division has made a positive AVF <br />determination for alluvial deposits on the North Fork of the Gunnison River downstream of <br />Somerset, in Section 18, T13S, R90W, and in Sections 13 and 14, T13S, R91W, based on <br />geomorphic and agricultural criteria, <br />AVF Reconnaissance Investigations, Permit Application Section 2.06.8 <br />Minnesota Creek Drainage Basin <br />Narrative states that, within the reconnaissance investigation area, alluvial deposits were <br />documented along the Dry Fork of Minnesota Creek immediately above Minnesota <br />Reservoir, along Minnesota Creek, and the East Fork of Minnesota Creek extending <br />3 <br />
