<br />Dear Mr. Humphries:
<br />Since you expressed your professional opinion as an executive of Colorado Division of Minerals 6 Geology (Division Of Natural
<br />Resources), such that CDMG-DONR would not exercise jurisdiction or regulation of inclusive features of United's Colona gravel pit
<br />Cum. asphalt plant (Which is a recognized homogeneous entity) that directly and adversely impacts the quality of human life and the
<br />unrestrained enjoyment thereof, I do hereby advise you that:
<br />I. I shall suggest to Governor Romer that your entire department be eliminated or severely down sized.
<br />A. Rational:
<br />1. Your department's description indicates that your function is to regulate and control ALL features of extractive
<br />industries.
<br />a. You divorce yourselves from controlling acknowledged adverse effects of of extractive/processing industries.
<br />b. You have maid i[ abundantly clear that you can not, will not actively, creatively, and effectively protect our state
<br />in terms of abundantly demonstrated public ire at United's'GOOD NEIGHBOR POLICIES/ACTIVITIES" as to
<br />land resources, human lire quality, biological components, and etc. (Louisiana Pacrfic's wafferboard Plant in
<br />Olathe offers dseH as an example of "A GOOD NEIGHBOR",which is, of course, the largest load of crap, ever
<br />perpetrated by any organism, bar novel
<br />c. Your department is virtually, exclusively -after the fad- reactive rather than proactive, i.e. "Actions in
<br />anticipation of future problems, needs or changes."
<br />d. Your department directly receives GRATUITOUS? expressions for favors granted or expected,
<br />from extractive industries, you profess to regulate.
<br />1.) United's Paul McGehee (Resource manager and safety director's) statements, as evidence or implication of
<br />of above, GOOD-NEIGHBORLINESS:
<br />a.) United dedicated/deeded arestored ?facility land to the state.
<br />b.) United had received awards for its "CONSCIOUS" business practices.
<br />(1.) I would observe, again, that United's modus operandi for dedication/deeding, award receiving, and
<br />whatever I. A. 1. b. d.1.) a.) is to GOB (GOOD OLD BOY) its way with your
<br />department.
<br />(2.) Uni[ed's awards are basically suspect in the truth of perceived GOODNESS, since its Colona
<br />pit has:
<br />(a.) Been audaciously sited in the middle of a residential community, indirect contradiction of
<br />public anguish!
<br />(b.) Been virtually, totally secretive and grossly distortive in their original permitting application.
<br />(c.) United GOB'ed (GOOD OLD BOY'ED) itself into expansion permitting, only ten
<br />days prior to Montrose Boatd Of County Commissioners adopting amendments to the county
<br />zoning resolution which effect land-use decisions.
<br />To sum up, United is not a good neighbor and very likely does not TRULY deserve ANY award(s) it may have received, and it is a
<br />virtual certainty that any dedication/deeding was cynically and opportunistically motivated (Unrestrained Capitalistic Free Enterprise) in
<br />the worst possible light.
<br />With this under my belt, and expressed to Governor Romer, I suggest that you curtail your myopic dealings with United and any other
<br />extractive industries so that you no further rely on sloughing off your responsibilities for preserving human qualities of the LIFE ,under
<br />conventional guise of SPECIALIZED frames of responsibility, and take the initiative in GENERALIZING your departments'
<br />control of extractive industries., ii your department (DONR) is to continue its existence!?
<br />What I am saying: is get ott your dead, sanctimonious, extractive asses, and quit covering them (Your asses) to protect them (Your
<br />asses) from shots originated by lobbyists/lawyers of the extractive industries. In the future and/or retroactively place the happiness and
<br />heaRh of Colorado's citizens FI RST!
<br />The reality you are Tinding yourselves in, now, is utilizing non conventional methods for preserving and furthering its participants'
<br />dignity, honor, heakh and happiness!
<br />I have much more to express, and you may quite sure that (hall o at he next hearing of this United issue, on Fri., Jan. 13,
