S. S. Shuey
Midterm Review No. 2
September 1, 1992
Page 4
23. Your comment regarding the possible necessity to remove the
portal collars at the Bear and Hubbard Creek vent facilities
is noted.
24a. Page H-4 was revised to incorporate the Division's comments
regarding seedbed preparation.
24b. The seed mixes shown on pages H-5 and H-6 were revised as per
the Division's recommendations except for the shrub seeding
rates shown on page H-5. It is the Operator's understanding
that from 0.25 to 1.0 pounds of a particular shrub seed are to
be added to a grass mix for successful seeding.
24c. Page H-7 was revised to commit to a soil sampling and soil
amendment program prior to the commencement of seed,
fertilizer and mulch application.
25. Enclosed are calculation sheets B-134 through B-137 and
drawing B-138 which presents the design plans for the upland
diversion ditch that will safely pass the 100-year, 24-hour
event away from the east yard gob pile.
26. The Division's question regarding Pond 8 will become a moot
point after sediment pond B is constructed. Sediment pond B
is to be constructed as part of the relocation of the coal
stockpile area. This work is currently in progress and
sediment pond B will be constructed within two months. After
the new sedimentation control system is in place, a technical
or minor revision will be processed to delete the outdated
sediment control information from the permit.
27. The requested flow meter on the Sanborn Creek Mine dewatering
pipeline is in place. The permit revision for the Sanborn
East Tract addresses this issue on revised page 2.05-46iii.
28. No response to this issue at this time. I would like to
discuss this issue with you prior to preparing a response.
Please call if you have any questions.
Sincerely,
Jim St~.E.
Consulting Engineer
Enclosure
cc: Basil Bear
