We think it's important <br />4 everybody keep their eye on that ball. <br />5 This is an amendment to a permit which <br />6 has already been approved by this Board and we will <br />7 confine our presentation to the issues which are <br />8 raised by the amendment, the things that are <br />9 changed. We have identified that in the prehearing <br />10 statement and we would hope that the Board would <br />11 focus its attention, as well, solely on factors <br />12 raised by the amendment. <br />13 The project has generated some <br />14 controversy. It generated controversy a year ago <br />15 and we are back again. Frankly, we are a little <br />16 surprised that a change of this magnitude to this <br />17 project generates this kind of controvers~,r. <br />18 It leads me to believe that there are <br />19 probably two focal points. One, there arse <br />20 legitimate technical concerns, as there would be <br />21 with any part of a reclamation project, mining <br />22 reclamation project of this size. <br />23 UNIDENTIFIED PERSON: Excuse aye.
