Please describe how close <br />excavation or shaping kill occur to the proposed western boundary. Please be aware that you may not affect areas <br />outside the boundaq. For example, if material is actually excavated out to the boundan-, it might only be safely <br />performed by pulling material in with an excavator. If you plan to use a dozer [o push material up [o [he floor, you <br />hill have ro allow room for operating equipment. Please describe the method or equipment you plan to use along <br />the western limit of excavation. <br />The present pit floor seasonally collects water from the east, which is drained off. It is either groundwater from <br />irrigation seepage that has been intercepted and/or surface water from irrigation ntnoff that is received from the <br />adjacent pasture on the east. A drain ditch has been cut across the floor to the hest [o reduce the amount <br />impounded. Da you expect this to be a continuing problem as the pit is deepened or exp:u,ded in size'? Your <br />exhibit states [hat groundwater will not be encountered (but the reclamation plan states that revegetation will be <br />irrigated). Please clarify whether this is grow,dleater, whether it might be encountered in firture operations, and <br />how it is to be managed in the hiture (such as by ditching, piping, daylighting, etc.). <br />Please briefly describe the stonnwater n,anagemen[ to be used on the site, to control offsite sediment transport. <br />Any stnictures involved might be added to your maps. <br />Exhibit D -Reclamation Plan <br />The Shavano Soil Conservation District's letter from 1996 includes a seed mix, lvhich is [he currently-approved <br />seed mix. The overall plan is considered adequate, and d,cre are no changes. The only comment 1 should make <br />here is that you also have a noxious weed control plan which has become a part of the reclamation plan (initiated in <br />December 1999). The weed control should be implemented even during the mining stage, especially on topsoil <br />stockpiles and areas recently topsoiled. <br />Please describe whether you plan to reclaim the site to a„y degree during the mining stage, such as highwall <br />shaping, topsoil replacement or revegetation, for areas lvhich will not be redisturbed by future activities. <br />Exhibit E -Mining and Reclamation Maps <br />As mentioned above, there may be inaccuracies in the maps. I will discuss each of the maps separately below. <br />The mining plan map is a copy of the sketch I sent to you, in regard to the discussion of the boundary conflicts <br />mentioned above. The map contains mm~erous boundan- errors, obsok[e notations, conflicting symbols, and <br />missing information. Please review Rule 63.5, concerning map requirements. and submit a new map. The sketch I <br />sent to you, even lvith items added to i[ is inadequate for this exhibit. Please do not reuse the sketch 1 sent you. <br />The reclamation n,ap is also inadequate for this exhibit, for some of the same and some different reasons. The main <br />reasons are: it shows existing ropognphy and not post-mining reclaimed topography, and it does not depict the <br />entire permitted site.
