Dear Ms. Moss:

Your April 30, 1986 response to the Division's March 14, 1986 adequacy letter
was received by the Division on May 1, 1986.
Further clarification is required:
Exhibit E - Reclamation Plan
1. Persuant to CRS 34-32-116(1)(b), and corresponding
Rule 6.1(f):
116(1)(b) "Grading shall be carried on so as
to create a final topography appropriate
to the final land use selected..."
6.1(f) "Maximum slopes and slope combinations shall
be compatible with the configuration of
surrounding conditions and selected land
use."
As recently asserted by the Colorado Mined Land Reclamation Board, slopes
graded at 3H:1V are more appropriate to the final "agricultural-grazing" land
use than are 2H:1V slopes. As reported by C. Wayne Cook, Range Scientist,
cattle ~i11 'trave•rse 3H:1V slopes, and utilize the forage thereon, more
readily than 2H:1V slopes. In some cases, cattle will not traverse these
steep scopes, and.if so, may cause erosion.
The Division recommends final slope configurations of 3H:1V:
The original permit species final slope configurations of 3H:1V. The Division
would not recommend Board approval of the amended 2H:lY configuration.
2. Please adjust the reclamation costs to reflect 3H:1V slope
configurations.
