J. J. Dudash - 13 - January 17, 2001
Page 2.05-108. The reference to the limited extraction zone on
Hubbard Creek needs to reflect the requirement for the 25 degree
angle of draw protection. See also items 1 and 2.
BRL -Page 2.05-108 has been modified to clarify the use of a 25
degree angle of draw.
m. Page 2.05-111, section 2.05.6(6)(6)(f)(v)(B). There are several
items concerning monitoring the GMUG would like to bring forward.
First, with regard to installation of subsidence monuments in
Hubbard Creek, if any of these monuments are to be placed in
NFSL, authorization will be needed from the GMUG. Depending on
the type of monument to be used, a special use permit maybe
needed.
We do not find in this section where Bowie has addressed
monitoring requirements for soil, vegetation, wildlife, or provided
baseline data for these resources. Additionally, we do not find
where Bowie has included gain/loss data for Hubbard Creek as
required in stipulation 15(d)(1)(B) of the federal lease (stipulation 2
of the ROD).
BRL -BRL recognizes the need to obtain approval from the USFS
prior to the installation of subsidence monuments.
A discussion of a new Wildlife Map 37 and the wildlife inventory
prepared by Wildlife Habitat & Natural Resource Specialists dated
May 24, 2000 was added to pages 2.04-55 - 57ii. An updated fish
and wildlife mitigation plan was incorporated into amended pages
2.05-62 - 66.
Revised Maps 3-1 & 4a expand the coverage of the baseline
vegetation and soil information respectively to encompass Federal
Coal Lease COC-61209.
BRL has arranged for the USGS to install stream gaging stations in
Hubbard and Terror Creeks so a gain/loss analyses can be
performed. BRL is awaiting USFS approval to install the gaging
stations.
n. We do not find where the permit addresses restoration/replacement
of surface improvements for the continuance of existing land uses
per stipulation 15(f)(C) of the federal lease (stipulation 15 of the
ROD).
BRL -Page 2.05-111 was revised accordingly.
