The application detailing responses to all applicable sections of Rule 2.06,.5(2) <br />can be found in Appendix D of the permit application: A-letter demonstrating~pproval <br />by the U.S. Forest Service, the surface land owner, can be found on page 17iv of the <br />permit application. The operator has committed to providing appropriate geotechnical <br />analysis and proposed restored slope configurations which achieve a static safety factor <br />of 1.3 pursuant to Rule 4.27.4(1). <br />The stabilization of the slope below the mine bench was done in 1985 in accordance with <br />the technical revision request for mine bench stabilization. The mine bench was <br />backfilled with material obtained from the hillside directly south of the mine bench. <br />Approximately 10,000 cubic yazds of material was removed from this site. Exhibit F-2, <br />in the permit application, shows the approximate final contours of both the mine bench <br />and hillside borrow area. The mine bench azea backfill was placed on approximately a <br />15-degree slope from the invert of the drainage ditch on the top of the mine bench. The <br />hillside borrow azea was not excavated to a slope greater than 25 degrees. This azea was <br />seeded and mulched in 1986. <br />The mine bench stabilization was performed in accordance with approved plans. <br />SECTION V -DECISIONS TO REQUIRE REVISIONS OR ADDITIONAL <br />INFORMATION <br />(1) The Division requests that Minrec update section 2.03.4(6) of the permit application <br />package. Please ensure that the information on surface and mineral ownership is correct <br />for both the permit area and contiguous areas. Please include a new map that displays <br />ownership information in a scale lazge enough to be used during bond release. <br />(2) Within the description of the reclamation plan, the Division requests that Minrec <br />revise three specific references. <br />(a) On page 108, please update the statement about the possible retention of <br />Pond 5 and the calculation of the azea requiring final reclamation. <br />(b) On page 108i, please update the statement that "the haul road may not be <br />reclaimed." <br />(c) On page 109, please update the discussion of the removal of the Hubbard <br />Creek crossing. <br />SECTION VI -BONDING SUMMARY <br />The Division currently holds a viable bond in the form of a certificate of deposit for <br />$48,000.00. As part of this midterm review required by Rule 3.02.2, a thorough bond <br />calculation was completed for the site. The specific calculations aze attached. The <br />estimate of $38,816.00 was calculated based on liability only. Based on the estimate <br />there is sufficient bond money in place to reclaim the site if the need arises. <br />
