No construction shall commence until final construction drawings have been reviewed <br />and approved-by the Division: - <br />Status: Complied with September 21, 1984. <br />Stimulation 5 <br />The applicant shall submit an acceptable monitoring program to the Division within 30 <br />days following approval of the revision. This monitoring program shall include both <br />slope stability monumentation and the installation and monitoring of water level <br />piezometers, in order to verify the portal bench's stability. Two piezometers shall be <br />installed in the bench subdrain to enable collection and full analysis of leachate quality <br />two times per yeaz. <br />Status: Complied with April 30, 1985 <br />Simulation 6 <br />Minrec shall submit reworked pond sizing calculations for pond 5 which reflect the <br />increased drainage area shown by Exhibit H-1 by March 29, 1991. <br />Status: Complied with Apri14, 1991. <br />Stimulation 7 <br />Prepaze a request for removal of pond 4 or bring the embankment into compliance with <br />4.05.6(8)(e) and (g) by August I5, 1991. <br />Status: Complied with August 19, 1991 <br />Simulation 8 <br />Submit documentation which demonstrates that the Hubbard Creek alluvial well has been <br />abandoned in compliance with Rule 4.07.3 by August 15, 1991. <br />Status: Complied with August 19, 1991. <br />SECTION IV -PERMIT VARIANCES <br />The Blue Ribbon Mine permit does not involve any variances for mountaintop removal. <br />There were no experimental practices allowed at this site. There is also no combined <br />surface and underground mining operations at the Blue Ribbon Mine. <br />Pursuant to Rule 2.06.5(2), the Division finds that the Blue Ribbon Mine permit <br />application has satisfactorily addressed all of the requirements for permits incorporating <br />variances from approximate original contour restoration requirements for steep slope <br />
