<br />PERMIT 79-177, MID-TERM REVIEW <br />MAY 13, 1985 <br />PAGE FOUR <br />However, recognizing that a valid concern exists relative to stabi- <br />lizing long, steep, and uninterrupted slopes, CYCC will propose that <br />in certain instances, designed diversion ditches might be required. <br />Since all available information exists that the conditions in Area 1 <br />is the only problem area identified to date. CYCC proposes to use <br />this site as a standard to determine the potential need of an area <br />to be treated with diversion ditches. Since slopes are as high as <br />45 percent with an average of over 30 percent and slope lengths av- <br />erage approximately 1,200 feet, CYCC agrees to construct designed <br />diversion ditches on all future reclaimed slopes that approach the <br />average slope percent and length of the Area 1 site. Prior to com- <br />pTetion of fall reclamation, CYCC will commit to providing the CMLRD <br />with detailed designs and construct these diversion ditches prior to <br />spring runoff. <br />2. The rill and oully stabilization plan in the aoolication states that <br />rills and gullies will be blocked and treated to allow <br />stabilization, or regraded as a last alternative. In the February, <br />1984 response, CYCC submitted information on gully occurrence in <br />adjacent undisturbed lands. In order to clarify CYCC'_s <br />responsibility with regard to rill and gully stabilization, the <br />following issues should be addressed: <br />a. Under what circumstances does CYCC intend to backfill and grade <br />versus block and treat excessive rills and gulliesY <br />RESPONSE: <br />The treatment of rills and gullies is most effectively accomplished <br />by controlling the water and preventing it from concentrating which <br />creates the gully. Techniques utilized by CYCC to control water <br />include diversion ditches along haulroads and contour furrowing. <br />The gullies will be blocked and treated once overland water flow has <br />been controlled and sufficient topsoil and planted grass remain <br />
