SHELTO N, Director
Richard D. Lamm
Governor
January 2, 1986
Ms. Rebecca Shea
Senior Vice President - Cashier
Colorado Bank and Trust Company
P.0. Box 60
Delta, Colorado 81416
Re: Succession of Operator - Black Cat Pit - File No. M-78-304
Dear Ms Shea:
Thank you for the materials received December 30, 1985. The "Request for
Transfer of Mineral Permit and Succession of Operators" form and the
"Performance Warranty" form are both properly completed. The Assignment and
Indemnification document is also sufficient. We do require one additional
form (see enclosed) which is entitled "Financial Warranty: Certification of
Deposit". Please complete this form and return at your earliest convenience.
Additionally, the Division routinely reviews the total file when a request is
received for a succession of operator. In this case, the existing financial
warranty is extremely low given 1986 contracting costs for mined land
reclamation work. Grading and redistribution of the 6" of topsoil as required
in Permit No. 78-304 alone would cost the state approximately $3.000 to $5,100
depending upon equipment used. Please note the following calculations derived
from the "Rental Rate Blue Book":
Grading/Topsoiling costs
(9.9 acres) X (6" topsoil) X ($.38/cubic yard) _ $3,043.36
*($.38) = The cost to move one cubic yard of material using a D-8 dozer
in the SW area of the state assuming minimum haul, level ground and 83~
efficiency
or \
(9.9 acres) X (6" topsoil) X ($.64) _ $5,125.66
**($.64) = The cost to move one cubic yard of material using a 613B
scraper in the SW area of the state assuming minimum haul, level
ground and 83% efficiency.
Seeding
The standard current cost estimate for drill seed application including
seed cost, equipment rental and labor averages about $125.00 per acre.
The total potential cost for this site is (g.9 acres) X ($125.00) _
$1237.5
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
