Section 2.05.6(3)(b)(i)5, last paragraph: We request that CWI <br />explain what actions will be taken if the culvert capacity is <br />exceeded, or if the culvert becomes clogged with debris during <br />heavy runoff. We also request that CWI show the risk involved, <br />considering the mine life, in the capacity of the culvert being <br />exceeded. ' <br />5. Section 2.05.3(5), 2.05.4(2)(a)„and 2.05.4(2)(e)(iv) - We <br />request that the stripped vegetation be chipped, or lopped, then <br />scattered over the seeded areas. Do not mix in large pieces of <br />woody material with stored topeoll or during reclamation. <br />6. There is a great deal of detail ~ncluded for the fill areas <br />around the portal bench. For the cut bank of the portal bench, <br />please include in the application detail on how the cut bank will <br />be stabilized, revegetated, and what erosion prevention methods <br />will be used, and detail as the }he credibility of the cut banks <br />'being stable'. <br />7. The application should require that waste or excess borrow from <br />cuts be end-hauled and not be sidecast onto fill slopes of the <br />bench or haul road areas. .I <br />8. There are several inconsistencies in the soil report - Appendix <br />B. A moderately deep phase is described for Delson series on <br />profile no. 2CW. Deleon series fannot be moderately deep. A <br />shallow phase is described for Shraton series on profiles 1CW, <br />11CW, 12CW, 13CW and 14CW. Saraton series cannot be shallow. In <br />both cases there are sails in the survey area that would be <br />better for the profiles. Likewise, profiles 3CW, 4CW and 8CW do <br />not qualify as Delson series because they are not in the fine <br />textural family. <br />i <br />i <br />9. The proposed reclamation stipulation to spread topsoil only 1 <br />foot thick on disturbed areas islinadequate. The Delson series <br />soil that presently occurs on 86% of the area to be disturbed is ' <br />over 5 feet deep. All horizons of this soil are rated. excellent- <br />for reclamation material. We suggest and request that a minimum <br />of 3 feet of topsoil be used forireclamation to restore the <br />pre-mining soil and productivityof this area. <br />
